Professional Profile

Debra Vaughan-Cleff has 34 years of experience in project management, design, construction observation and inspection of a wide variety of architectural and civil engineering projects. Her extensive work with schools includes both modernization and new construction projects, at the elementary, middle, high, and adult schools level, from inception to final closeout. She has expertise extends to project funding, project applications, and coordination with regulatory agencies like OPSC, CDE, Fire Marshall, City, County and Utility Districts.

Personal Story

Debra Vaughan-Cleff was born and raised in Albuquerque, New Mexico. She moved to North San Diego County in 1999, choosing to make her home in the fine beach city of Encinitas, California. She and Bob Webb have been married for over 30 years. They enjoy the company of an energetic lab/golden retriever, Lila, who occupies much of their bed most nights.

Over the years she and Bob have built many beautiful schools while raising three incredibly successful daughters. Deb also enjoys spending time with their two amazing grandkids – Riley and Ryder, who live in Henderson, Nevada.

For the last 10 years, Deb has volunteered in her community as a member of the local Rotary Club, working on many projects, most importantly the Encinitas Wine and Food Festival, which has given more than a million dollars to local charities.

Deb likes to cook, especially the regional cuisine of New Mexico which features many dishes full of red and green chiles. She is also an avid wine collector.

A long-time scuba diver and boat owner, Deb has traveled and continues to travel the world, exploring both land and ocean. She and Bob plan visiting Tunisia and Mozambique in 2025. When asked if she remembers a favorite dive, she replied “Belize was pretty amazing.”
